To be honest ... I don't see the problem because even a Hairdryer is not instant max speed on switch on ... due to inertia etc. ALL fans / Props take time to speed up. This is not a Light Bulb !

It seems OP has made error of expecting Tester to allow start with it set at max .. ESC of course will not allow that ... Tester must be at IDLE for ESC to initialise. Once its made its BEEPS - which indicate the number of cells - ESC will accept Tester going to max.
