Default iCharger 4010 Never Completes Charge Cycle

I have an iCharger 4010 duo and for some reason the right side of the charger never completes the charge or discharge process. If charging, it will hit somewhere in the range of 4.18v/cell and will then continue to "trickle charge" never completing the process. I let it run for around 2hrs yesterday and it never finished. It does the same thing if I'm bringing the batteries down to Storage mode or discharging. The batteries are brand new and the IR on all of the batteries are around 0.9. Has anyone had a similar issue and if so what was the fix?
