Default Hou much should a good throttle be like ?

I mean in order to avoid overcharge and over current, what is the best throttle for flying ? Is 80% the best choice?

There is no 'best throttle' ....

Brushless ESC works on pulsing full power to control motor speed. The average over time is then stated as the amps draw.

Throttle has no relation to overcharge anyway - that's a function of your charger alone. If you mean over voltage - then that is not a factor either, other than making sure you have correct battery to ESC to Motor match.
Same with current - as long as you match battery / ESC / motor - then that's it.

You can limit throttle to 80% if you wish - but you will not be reducing 'wear and tear' on ESC ...

Summary - Forget limiting throttle. Install sensible battery / esc combo for the motor you have.

Depending on exactly what you mean there can be reasons why you would wish to fly at reduced throttle.
1. It is always useful to have a significant power 'reserve', for instance to ensure the take off is positive and the run reasonably short.
2 The amps being taken from the battery and thus flight duration is proportional to throttle. The less throttle you use the longer the flight.
3. More power means more heat generated in the motor, ESC and battery. At continuous full power the cooling of the motor and ESC may be an issue, particularly on a really hot day.

As solentlife says the correct selection of ESC and battery that matches the power requirements of the motor and its prop will make throttle 'position' just a matter of how you want to fly.

The only way to be sure everything is operating within its specification is to use a Watt meter.

In fact, it increases wear and tear. Full throttle is easiest on a controller.

Some well-structured reading for rainy/windy days, including two e-books, and some handy e-tools as well. Will save you, and us a lot of questions. Notably the 'what went wrong?' kind of questions Will also prevent you from burning up several controllers and/or motors and/or battery:
E-flight primer and tools

And pleasepleaseplease, do your RC equipment, wallet, ego, battery, controller, motor, house/garage/car a big favour ... get a watt-meter. It will more than pay for itself, will save you at least one fried motor and one fried controller. Will also help you finding the best setup.
Keep battery-/-watt-/multi-meter wires short!
too long wires batteryside will kill ESC over time: precautions, solutions & workarounds

So what you meant was with right battery/esc combo, 100% throttle is the best?

I think he or she probably mean it will increase wear and tear

In practical terms - lets forget about what happens to the ESC when you restrict throttle range on the TX.

When we fly - we usually fly mostly at reduced cruising .. lets say we range about in the 30 - 70% throttle area for most of the flight with occasional 0 and 100%.

So the question comes - why not EPA the the throttle back to 70 .. 80% as max ? Not a good idea

It is best to set 0 - 100% as throttle range and as said already - match the prop - motor - ESC - Battery for optimum ...

Its a matter for most people to accept the fact and not really necessary to try be a scientist to understand !

A few years back on Wattflyer - we had a Need for Speed campaign ... we were pushing the limits of the original Parkjet. I may have been the craziest of all by fitting a 4500kv 450 Heli motor, 5x5 prop and 80A ESC ...
When tested on 3S - the Wattmeter showed 100A ..... crazy ! So to get through test flights - I EPA'd the throttle back to about 70A .... in the two test flights - the 80A ESC came down HOT ! I literally destroyed a LiPo each flight.
My Record breaking 222kph flight was finally made with NO restriction on throttle and a very short run !! But the ESC came down cooler in fact ...

I then flew her regularly on reduced prop with usual speeds of 180+kph.

What should a car engine do when you push the pedal/throttle all the way to the floor?
Maximum power without ruining the engine.
