Question about powering a motor

So I was looking at this motor:
KD A22-20L:
Kv: 1000rpm/V
Battery: 2~3S
Current: 6~21A
Max (A): 25
Max voltage (V): 11
And I was hoping to pair it with this battery:
FlightPower LiPo EONX Lite 2S 7.4V 2500mAh 25C
So on to my question: what is the range of voltage that can power the motor? The specs for the motor says that the max voltage is 11 V so that's the ceiling. The battery gives out 7.4 V so I was wondering if this is enough to start the motor? What's the minimum voltage required to start it? And finally, what's the best voltage?

So as long as I'm in the amp range, the motor will start no matter the voltage?

First - it is out of stock so DON'T order it!
Second - tiny is relative. That is a 250w motor so it will easily be able to handle that voltage.
You can over volt a motor - I guess. But I am confident that 3s 12.6v won't hurt it a bit. When they say 11v that must be the nominal (depleted) capacity of the 3s pack. You will be fine!

Yeah, I noticed the backorder, haha. I'm not gonna buy anything yet, I'm still planning the items and just making sure that what I'm going to use will work with each other.
Thanks for the recommendation! It says its for 3D parkflyers and I was hoping to build a slowflyer. Would it still be good enough?
