If both steel and carbon are supplied I would be amazed if the assembly instructions did not explain why they are there.
I understand the Timber battery space is pretty restricted so a steel rod alternative to carbon would certainly help obtain the desired CofG.

Do you know how to balance the model? If so, place the battery pack, or an equivalent weight in the battery compartment. Now try each set of rods and see how the balance looks.

I only use the carbon rod in my Timber x for both 3s and 2200 4s as i found the metal rod spoiled normal flying characteristics by making the plane way too tail heavy - although this did give excellent up elevator authority for those STOL landings the X does so well. I find even then i still have to put my 2200 4s as far forward as it will go. I bought this model as it was the ideal plane for smaller fields and has excellent slow fly abilities - in fact it has the greatest flight envelope of any plane i have ever owned.
Incidentally I also have the Turbo Timber (and a UMX Timber) and much prefer the X as the best all round flyer. If i had to choose only one plane it would be the X.
