Then, after following AEAJR's recommendations you can modify the ACT into pseudo dual rates...

To do this, simply place a strip of tape that will not let light through such as electrical tape or duct tape over the bottom eye. This will effectively cripple ACT but will still allow the servos to work as they would when ACT is turned on.

With ACT turned off both control surfaces will move.
With ACT turned on only one of the two control surfaces will move.
Turning ACT on and off will simulate dual rates.
