Default Phoenix Creator

Anyone have any advice on how to use the "creator" program from the phoenix website? It supposedly is used to change paint schemes and site layouts.

On Phoenix's sim website they have a download page with a "creator" file for download. Its a program that will allow you to take the existing things in the simulator and adjust their colors/appearance.

I guess I don't know what "Phoenix" is.... I was thinking "Castle Creations", but maybe I've misunderstood...
